Can we customize the “New†menu of outlook.

Its menu is dynamic based on the selected folder and
Click on “New†directly displays the respective item type (mail, task etc)
also CTRL + N
How can I provide my own functionality on click of “New†button in outlook?
Can anyone provide guidance.

Also I need some direction on providing custom functionality for already
existing short cuts. For ex: CTRL + N
