Can Word 2008 fulfill the same publishing features as Publisher?

I would like to make an A5, 2-page birthday card in Word 2008, however I cannot seem to find a template suitable in Project Gallery. Am I looking in the correct area?

Yes. I assume you told it to go "Online"? Most of the templates are
online, they are not downloaded to your machine unless you ask for them.
