The Ribbon does not function the same as the toolbars (or command bars) did
in previous versions of Office. For toolbars that were used in a specific
context, such as the Picture toolbar, these are now contextual tabs in the
Ribbon. If you insert an image/picture then when the image is selected
contextual Picture Tools will automatically be available in the Ribbon. If
you deselect the image then the contextual tools will be removed from
display. (They display with a different color so they'll stand out. the
contextual Picture Tools, for example, is pink.)
For your customized toolbars/menus from previous versions in Word 2007, you
need to set the display so it's visible. Those commands will appear on an
additional tab called Add-ins. In this scenario, if the user wants to view
the tools they can click the Add-ins tab. If they don't then they can ignore
the tab.
Now, for Word 2007 customizations, these can be accomplished either by
adding special commands to the Quick Access Toolbar or the Ribbon. The
latter requires a bit of XML knowledge but it's fairly easy.
