can you assign color categories to public folders

We are using Outlook 2007. And are having difficulty flagging the e-mails,
which is now called categories. One person names their categories and then
another person may name them slightly different. Is there a way that I can
set the colors and then everyone in the group sees the same colors?

For public folders Outlook uses the user's categories; there's no
category list for the folder that every client could access. If you want
to have the same categories and colors for all of your users, you need
to set that up manually on every computer.

A time saving option is using Category Manager. For details and a free
trial please see the link in my signature. If your categories don't
change frequently, you can get along with the trial and synchronize the
categories on up to 10 computers.
