Can you insert an image in word and make it a thumbnail, then click on it to
view in Windows Picture and Fax Viewer? If so, how?

You can reduce the size of the inserted image to thumbnail size, but I'm not
sure if quality will be maintained. Perhaps an external graphics or web
design program would give you better-quality thumbnails - e.g. Front Page.
To link to the full-size original, insert a hyperlink onto the thumbnail,
pointing to the original file. You can then view it by Ctrl-clicking the
thumbnail.
