CAN you get the mouse wheel to scroll a form? (been to lebans)

This seems to be a tired subject;

I've read all previously available posts regarding this topic, as well
as the applicable ms support KB page. I've also checked out mouseonoff
@ lebans.

EVERYTHING I've read talks about disabling the mouse wheel altogether.

what I really want to know - is can you get the mouse wheel to scroll
a form???
