can you import a flash header into publisher?

I'd like to create a custom "website" Publisher 2003 template, can you import
a flashed header and html footer to build the template? The header I want to
save, along with the "skin" I'd like to incorporate is at:

http://www.usa-one.com/main/tmpl_blueFrame_test.php

Please take a look at what I have so far.

Please let me know if you have a thought on this.
