Q: Can you install a copy of Windows XP Tablet Edition on a desktop ?

Goal here --> to get true inking on a Desktop.

I am strongly guessing NO.

Nope.
But if you're a developer and have an MSDN subscription you can download the
tablet extensions.
You can't even buy XP Tablet PC Edition... so unless you've already got a
disk, I dont know where you'd get it anyway.
Even if you did get the tablet pc edition on the desktop... you're probably
looking to use a wacom USB tablet or some other manufacture... with the slow
sample rate, and the low resolution you'd never get "good ink"...
The sample rate of tablet pc's digitizers are at least 20x that of a usb
device, and the resolution is 3 to 10 times greater than the resolution of
the tablet pc screen... (1024x768 = 3072x2304... 96dpi screen with a 207ppi
deigitizer, roughly)

So it would suck, unless you got the digitizer from one of these tablet pcs,
and made it usefull on the desktop.

Yes, you can, if you can get it. You can only get it via MSDN for
development purposes. If you're a developer with MSDN then you can get
the Tablet PC OS and install it on a desktop.

But the inking capabilities still leaves a lot to be desired and is not at
all like on a tablet.

There's also the licensing issue. Using MSDN products for personal or
production use is against the license agreement. YMMV.
