Can you submit an InfoPath form to a Database and have a copy of the form
sent via E-mail as well?? There doesn't seem to be this option.

Any suggestions anyone?

Yes, yes you can. You don't want to use the "Submitting Forms..." option,
because that only hooks you up to one data source. Instead, use a button in
the form, and set Rules on that button to Submit to a data source. Have two
data sources, and set up two actions. You won't be able to use the Submit
button that is in the Toolbar, but just the button in the form.
