Can you Submit an Infopath Form via email in a read only mode

Can you submit an infopath form via email in a read only mode without
creating a new view and manually changing each field to read only?
Effectively I have a request form that a manager would fill out and then
submit to IS for fulfillment. However, if it includes a purchase it goes to
our COO who needs to approve the form. I would like to ensure that the
original data is not modified or corrupted and therefore would make it read
only. Any thoughts?

XML by nature is not read only. You would have to create another view and
make the fields read only.

Have you looked at digitally signing the data? InfoPath will allow you to
sign sections of data. This might meet your needs better.

Another thing to look at is the use of Roles combined with the different
views.
