The following support article discusses how to use FrontPage 2002 to
copy one STS site to another.

The crazy idea we had was to create "template" STS subwebs, complete
with content, based on Project Type. We would then use FP to copy the
template subweb to another subweb and attach the new subweb to the
project.
Basically this is what the WSS subweb templates function gets you, but
that would require an upgrade to Project 2003. We need the
functionality, but aren't ready to upgrade yet.
So, I tried it. Alas, there's an issue. Or at least there is in my
environment. It appears the publish will work until it gets to the
very end. Then, the process gets an unexpected error. The issue only
occurs with subwebs generated by Project. It's probably due to the
database extensions to tie issues and docs to tasks. However, if I
create a subweb using STS, it works fine.
I'm trying to rule out if the issue is our environment or if it's a
product limitation.
If anyone out there has FrontPage 2002 and is willing to test this, I
would be curious as to the results.
