Can you use Project for budget charts?

I want to include budget without the hourly resource cost. Our project
budgets don't include the soft dollars that go into daily office work, but
treat that as a given.
Is there room on Project to have costs in fees for advertising and other
campaigns?

If you View/Table)/Cost you will see a Fixed Cost field designed just for
such a use.
