Can you use the OCT with Office 2007 Small Business Edition?

I'm wondering if I can use the Office Customization Tool (OCT) with
the Small Business Edition of Office 2007. I know that the tool works
with Enterprise Edition but I can't find any documentation stating
whether or not the OCT is available with the Small Business Edition.

Any help is greatly appreciated.

I figured out a work around to resolve being unable to run the OCT
with versions of Office 2007 other than Enterprise Edition. In order
to go forward with the work around you must have access to the
Enterprise Edition. The installer CD for this edition contains an
"Admin" folder that must be present for the OCT to work. If you copy
and paste the "Admin" folder into the same location as the installer
files for another version you should be able to run the OCT tool.

We have the 'Microsoft Office Enterprise 2007' CD, but I cannot locate
an Admin folder on it. I need to use the OCT tool but obviously
cannot run it without the Admin folder. Would it be located at the
root of the CD?

The Admin Folder ist only present on Volume Licence versions of Office 2007.
Enterprise means not automatically that you are having a VL Version.
