Cancel not works in 2003

I have MS Project Server 2003 and I am trying to use the BeforeSave event to cancel the save project plan (Global.MPT). I put the cancel equals to TRUE but the file is saved
This is a bug of 2003

Have you tried it on files other than global.mpt. That file is a special one
and there is a chance that it doesn't work the same way as regular files.

Hi Jack

I tried to cancel the save event putting the code in the following files: template, global.mpt and enterprise global (ThisProject).
The file is always saved in the server

What I am doing wrong
Do I need some additional configuration
