Cannot Access a necessary file

I crashed my computer and now I have a mess: in the
c:\program files\microsoft picture it! photo
pub\mhpmrg.exe. cannot access a necessary
file "mhputilu.dll.... How do I go about finding it and
what do I need to do to rectify it. Thank you

and the newsgroup address is "microsoft.public.pictureit".
