Cannot Access Contacts when Creating New Email

For some reason, although all my contacts are present in the Contact section
of Outlook, they are not available when clicking "To" when creating a new
email message. How can I fix this?

You haven't configured your address book service yet.
You didn't even state your Outlook version.
Read the KB to find the instructions for your version.
