Cannot Access Help Files in Outlook 2000

Installed Outlook 2000 on Windows XP machine. When attempted to access help
files got following message.

"Microsoft Outlook cannot display Office Assistant Help. Microsoft Outlook
cannot install the necessary files due to Windows Installer error 1606.
Feature ID not registered."

Can anyone tell me how to register the feature?
