Cannot access ON help file

When I tried to open the ON help file I got a message that setup contrller
encountered a problem during install. Please review log files...

I don't know where to look for log files.

The I press ok, and I get the next message, "CLView can't display help due
to setup error 33. Another process has locked a portion of the file.

So far, I have rebooted, repaired the install, and installed ON again,
rebooting after each attempt. Still the same problem.

Any ideas?
