Cannot access word 2003 Tools Menu

Clicking on the "Tools" menu in Word 2003 sp2 has no response. No
pop-up, no freeze and most importantly no menu drops down! This is
slowly spreading through my organization with 30+ windows boxes.

Also seems that the "help" menu is disabled as well. spell check
within the tools menu works fine...if you hit F7 and don't try to go
through the menu.
Also the standard toolbar is not accessible.

I've tried detect and repair through excel and it completed with no
change.

Hmmm, i thought so but the problems STARTED a day after I upgraded my
anti-virus from v9 to v10 of symantec corporate edition and deployed
through organization.

New computers are daily seeing the issue in a seemingly growing
'disease' like fashion. Don't know if something misconfigured within
symantec could cause this...like a weird firewall/script block option.

I uninstalled anti-virus on my box but to no avail so far. currently
running a macafee stinger scan for all familiar known viruses.
