Cannot Add Argument to Statechart Action

I have a Statechart and I am trying to add a transition with an action with a
parameter. However, after I add the action (regardless of type), and click on
the Arguments tab, the entire grid is disabled.

How do I enable the grid so I can show an action with an argument?
