Cannot Add New Network Place

FP2003 on XP asks for remote website properties, and since my localhost (is
that the right term?) has disappeared, I try to Add New Network Place but it
won;t allow me to.
I see the URL in Remote Website Location drop-down menu for FrontPage or
SharePoint services, and get a dialogue box that says "The server URL at :
requires a username and password." Other websites I have show an
address after the colon, this one doesn't. But if I try to create a new
network place, I can;t get beyond username & password.
It is as though the localhost is there, (perhaps with another password) but
I can;t see it in Windows Explorer.
Have tried reducing security on Local Intranet as per advice of 5/7/07, but
no change.
Totally stuck, gone round circles too many times.

When you try File, New and try and create it at http://localhost/webname
(where webname is the name of the web you're trying to create) it gives you
an error? What if you try and do File, Open Site, http://localhost/ ? Have
you check your local IIS (Start, Programs, Control Panel, Administrative
Services, Internet Information Server) to see if the FrontPage Extensions
are installed? Right-Click on the Default Web and look under Tasks to see
if they are installed. You may need to run a repair to fix them.
