Cannot add user via the BCM admin tool

I am trying to add a user to BCM and receive a message that I do not have
permission to grant login. I have tried as the Database owner and the Domain
Administrator account. I have SQL express tools installed on client and
tried from there as well. May have happened after Service packs for SQL?

With Sql express mgmt studio, grant yourself permission to grant login
to other users. You either have to grant this permission on the
database, and/or the BCM instance (MSMSLBIZ).

Is it possible that one of the 2 SQL patches released in Feb 2009 caused this
grant login to no longer work? I have attempted to give the rights to user
but still receive the same error. I have used the DB owner account and
Domain admin

I am having the same issue with the BCM tool. I am very familiar with SQL
2000 server, but SQL 2005 Express it quite different.
I have the SQL express tools installed but cannot for the life of me find
the "grant logon to other users" permission. Can you give me a hint.
