Cannot change header in section 2

Working on a rather long document that's had lots of cut and pasted
info from other docs. My margins change in Section 2, so the header
needs to be stretched out to the accomodate the wider margins. The
header does have a table in it. When I View Header and Footer, then
click the "show next" icon, it won't leave the Section 1 header. I
can scroll down, and see the Section 2 header, and it does NOT say
"same as previous." When I look at the Page Setup, it says applied to
"this section."

Stupid question, but can you double-click on the header to edit it?
