Cannot compose and reply to a message

I am receiving this message when i try to compose , reply or send a mail :
" The messagin interface has returned an unkown error. If problem persists,
restart outlook"

I tried closing and opening outlook again, but still not successfull. I even
tried reinstalling Outlook but still not working.Appreciate any help. Thanks
