Cannot connect Project Pro 2003 to Project Server 2003

Situation:
Project Server 2003 on fully installed Small Business Server 2003
Premium

Problem:
Cannot connect to Project server from client running Porject
Professional 2003

Error:
The Project Server database is unavailable.
You can't access the database for one of the following reasons:
There is a problem with the enterprise global template in the database.
You do not have sufficient permission to access the enterprise global
template.
Netwrok problems are preventing access.
Project Server does not have enterprise features enabled.
Try to connect to the Project Server again. If the problem persists,
contact your server administrator.

All the things I have tried:
- KB818047 "Microsoft SQL Server Login" Error Message When Connecting to
Project
- Cannot connect using administrator account from client (Project Pro)
- Yes, I did set the project server URL as a trusted site.
- I do beleive that locale settings on client match the server settings,
both English. As per KB328958.
- Yes, enterprise features are enabled.

Result:
Still cannot connect. Please help!
