Cannot create file "service.lck"

Am attempting to import from the internet into FP2000 a web I published years
ago from a different computer using Import Web Wizard. I specify the
location of the new web, it launches a "Create New Web " window before an
error window appears saying - Server error: Cannot create file "service.lck".
It never even gets to the prompt to ask me the URL of the website I want to
import.

Searching the hard disk for an existing copy of service.lck reveals one in
c:\Inetpub\wwwroot\_vti_pvt\. I delete the file, reboot the computer, repeat
the import attempt . Same thing. The file is back in the same directory,
possibly the parent of the one I'm trying to create. It appears that it
does create the file and then claims it can't create it.

Create a new empty web on your machine first. Then open the remote web in FrontPage and try to
"Publish" it back to your new empty web.
