Cannot create new data source file in mail merge Word 2003

Can anyone help? When using Word 2003 mailmerge the following error message
appears "Cannot create new data source file. This file will be saved in the
Temp folder on your hard disk. make sure you have a Temp folder on your hard
disk If you do not have a Temp folder then create one." (The wording is
translated from the Welsh interface so may not be word for word) This
happens when navigating to Tools/mailmerge/ following mailmerge wizard
through starting document to choose recipients \type a new list\ and then
hitting Create button.
I have a Temp directory in the default C:\windows\ directory. I have
repaired the installation from the comtrol panel to no avail.
