Cannot Create New Table Even with Rights

I am trying to create a new table in a database where I
have modify/design rights as both a user and member of
admins. When I try to create a table, I get an error
message that says "no modify design permission for table
or query 'Table1' ". I verified that I am the current
user and have the security rights to modify design. What
is going on?
