Cannot create Rules in the Rules Wizard

Hello, I have rules that I created to manage the email in my Outlook
2002. Recently when I loaded Outlook, I got a message stating that the
rules on the server were different than the rules in my Outlook. Since
I had been saving the rules on my server, I chose to use the Server
rules. Then I got an error stating that Outlook was unable to save the
rules on my server. Now when I go to the Rules Wizard, I am only given
a choice of the server to create rules on, however, I get the same
error. All of my rules are now disabled. How do I go back to creating
client rules?
