Cannot delegate tasks in PWA

I am using MS Project Server 2003 and PWA. When I try to delegate
tasks, I get the message "The following tasks could not be delegated
for the following reasons: 1)task xxxx: This task is already
completed." On both Project Pro 2003 and PWA, the percent complete is
0%. Any ideas?

I had the same. It seems that one just can't delegate tasks where (estimated)
work = actual work, i.e. remaining work = 0.
But you can always increase remaining work and then delegate the task. Try
this.
