Cannot delete or reassign tasks or assignments with Protected actu

In MS Project 2003, one of the PM in our team is unable to remove ent.
resources from the Summary level task (they are added by mistake) though
there are no actuals reported by team members for the tasks underneath. It
returns following message:

"Cannot delete or reassign tasks or assignments with Protected actuals"

We have setup Project Server 2003 with following:
a) Time Period Settings: - Managed Periods - Allow only Project Web Access
users to update actuals during open periods.

b) Managed Timesheet Periods: - Open timesheet Periods (7/1/07 to 12/31/07)

c) Summary Task where PM wants to remove resources from spans from 9/3/07 to
10/05/07 with no Actual Start and Actual Finish = NA

How to resolve this issue...

You need to ask your Project Server administrator to temporarily turn off
Managed Time Periods, then ask the PM to remove the resources from the
summary task(s) and save and publish the project, and then askt the
administrator to enable Managed Time Periods again. Hope this helps.

there be any impact on any part of the system for switching this flag on and
off?

I can't think of any impact, but I would recommend that you disable Managed
Time Periods for only a short time span to allow the PM to fix his/her
project. With Managed Time Periods disabled, this allows PM's to manually
enter Actual Work on tasks in any enterprise project, something that Managed
Time Periods does not allow. Hope this helps.

Dale, I am in PS 2007 SP1, getting a similar message when I am trying to
reassign local resource work, to the enterprise version of the resource to
keep everything clean in my plan. Where to I find the same/similar Manage
time Periods control in 2007 to enable the reassigning of protected actuals.
Apparently a local resource of the same person, that now is in the enterprise
was leaked in during the import of the local plan to Project Server and just
trying to reassign the work to the right enterprise resource.

The Project Server administrator needs to navigate to Admin - Task Settings
and Display. Deselect the "Restrict updates to Project Web Access" option
and click the Save button. This will disable Managed Time periods,
temporarily or permanently. Hope this helps.
