Cannot deploy project server 2007 to server farm environment.. Project Service not found

Hey guys, I am receiving the message "The Project Application Service
doesn't exist or is stopped. Start the Project Application Service." When I
go to Project Web access sites under my shared services administration. I
used the
http://technet.microsoft.com/en-us/library/cc197479(TechNet.10).aspx article
to deploy project to a medium server farm environment. I ran through the
project 2007 install, and post configuration wizard and entered in all the
proper DB information etc. I have the Project service started under the
"services on server" and it is listed as Started under services.msc. I have
created a web app to host the project web access site as well as host to the
SSP. When I log in to the SSP, I see a project section, but am unable to
provision the project server site because of the error above. Has anyone
ever seen this before? Any suggestions?

Yes, it the server farm topology the server I am looking at has Project
application service listed. And when I click on that specific server, it has
Started next to project service, under custom.

I have created two web apps, no language packs, and i have not installed the
PS binaries on both servers...

I will install the binaries on the other server and let you know the result.
