Cannot disable Junk Filter - Extremely annoying!

Help! I've read a lot of posts about the Junk E-Mail filter not turning off,
and they all seem to point to IMF being installed on the server.

In my case, I am 100% sure IMF IS NOT installed on the server, and yet the
Junk E-Mail filter will not disable!

Symptoms:
1. My level is set to "NO Automatic filtering", and yet it still filters.
2. It filters messages from people on my "Safe senders list"
3. It filters messages from people in my own domain (I think only when they
send emails to distribution lists (inside the domain)).

(Using Exchange 2003 with all updates, Outlook 2003 with all updates)

PLEASE HELP! This is very annoying!

Hey - thanks for your response. I have checked the setting in OWA, and it is
disabled...

On exchange, I have TrendMicro ScanMail scanning the store for viruses only.
I also have a Symantec Client AV 9 running on the Exchange box for its file
system.

The email goes thru 2 smtp filters before getting delivered to exchange. 1
is Brightmail, and the other is GFI...

In terms of any other junk filters on the exchange box itself, the answer is
no.

Another note is that Email sent from people within my own domain get
filtered as junk somtimes. Those emails route internally thru exchange (never
touching the other filters)...
