"Cannot display the End User License Agreement"

I have reinstalled to repair the 2003 Office, I have uninstalled and
reinstalled but, still can't get "word" or "Microsoft Works".
Thanks in advance for help.

Microsoft Office 2003 and Microsoft Works are two completely separate
applications. Reinstalling/repairing Office will not fix a problem in
Works, and vice versa. I believe the error message you quoted is from
Works, not Office. See http://support.microsoft.com/?kbid=255875 "Works
Error Message: ...This Application Cannot Display the End User License
Agreement (EULA)".
