Cannot double-click MS Access after running successfully.

I copied an MS Access 2003 database from another computer to this computer
and I am able to successfully launch the database once (with running database
macros successfully). If I try to re-launch (double click) the same database
after it closes, I receive the following error message: "Windows cannot
access the specified device, path or file. You may not have the appropriate
permissions to access the item."

If I reboot, I can launch it again once, with the same behavior.
