Cannot download ActiveX in order to scan for Office 2000 updates.

I'm trying to run the auto Office Update program and do not have the ActiveX
task bar appear so I can install it as required to run the update. Have both
cleared cache in IE and added the MS Office site as a trusted web page as
instructed in the troubleshooting page.
