Cannot download or upload posts on Outlook Express 6.00.2900.2180

When I hit "Send/Receive" I get the following short error message in a small
window that said:

400 too many connections (BS-USER allows 10 per host/0 per feed (0 ==
nolimit))(Tornado v1.0.8.394)

By doing google search, I believe Tornado is related to Bellsouth.
Bellsouth has recently been gobbled up by ATT. I cannot find any file or
folder by the name of Tornado on my computer. ATT has kept all names
relative to Bellsouth for ease.

I got no help from ATT. In fact, they may have hurt my cause by asking me
to delete the newsgroup account I have to reinstate it. I can't re-load the
list of newsgroups in order to get to the longer version error message, which
I did see but failed to write down. When I checked out the error tab, there
was a longer error version which included that 0x800 etc. etc. number which I
cannot give you now.

Ask in an Outlook Express newsgroup, like
news://msnews.microsoft.com/microsoft.public.outlokexpress.general
