Cannot draw with OneNote

I have two installations of OneNote, both on Windows XP. In one
installation, I can draw without issue. In the other, when selecting a pen,
the cursor never changes from an arrow.

I have installed SP1 and I am at version 11.630.6408.

I have tried detect and repair with no success.

Jack, does the pen button let you click it and then show "depressed" after
you click it? Or is it always gray?

Depending on how many times I click on the pen icon, a box will either be
around the pen icon or the text input icon so I think the answer to your
question is yes, it does show "depressed".
