Cannot edit a distribution list

I have Outlook 2003 SP1 with Exchange 2000 SP3. I have mulitple distribution
lists. In 2 of them I can not add or remove contacts. When I click on
either of these 2 from the address book the window looks completely different
than the other distribution lists. There are no options to do anything, just
a list of names. Other distribution lists I have work fine. I can also add
a new distribution list and it works fine. These lists have 121 and 143
users respectively. When I try to open these distribution lists from
Contacts I get this error: "Exchange does not have enough memory to do this.
Please see the system administrator." I do not have a limit on the users as
far as the size of the mailboxes and this users mailbox is small to average
compared to many of the other users. He has already remade these 2 contact
lists once and doesn't want to do so again. When he creates the list he
keeps andding names until it tells him he cannot add anymore. Then he saves
it and starts the next one. Please let me know how I can fix this problem so
I can edit those 2 distribution lists again. Thanks.
