Cannot Edit .MSI File with Visio Publish Component Tool

I have a simple MSI file (created with InstallShield) that install a Visio
template and three supporting stencils. I update the various attributes, and
then click on the exclamation point button to update the MSI.

I get an error message that states, "ERROR: Problem writing to MSI database."

Any ideas??? Is this because I used InstallShield to build the MSI instead
of Visual Studio?

Any help would be appreciated!

One additional piece of information. The initial MSI I was trying to update
was digitally signed. I built a new MSI that was not digitally signed. I
still have the same problem.

You might edit msi file with Orca.
