Cannot edit photos in Picture Manager with Power User rights

I had a problem with a use not able to edit any photos in picture manager.
If he tried to adjust contrast brightness etc, the sliders just kept
resetting themselves.
I traced this to the fact that the PC is set for Power User rights rather
than full Administrator rights.

However why are these rights restricting the ability to edit photos and is
there a way round it?
I do not want to add full administrator rights just so he can edit photos.
PC has Win XP SP2 installed.

Hi Andrew,

If the computer and login/user name are the same this will will sometimes happen with MS Office 2003 Picture Manager.
