Cannot find Project Workspace Template

I am installing Project Server 2003 on a server with SharePoint Portal
running. When I attempt to run the WSS configuration wizard I receive an
error message saying that the Project Workspace Template can not be found. I
can not locate the .stp file on my server. Where can I get this file from?
