"Cannot Find the File" Error Message - Excel 2002

i have tried the 'fix' listed in Microsoft Knowlege Base
Article - 296055. Did not work for me.
Still cannot opoen Excel file from outside of Excel. Error
message = "Cannot find the file xxxxx.xls (or one of its
components). Make sure the path and file name are correct
and that all required libraries are available.

MS Office XP Plus.
