Cannot format picture in a template

How is it that if I copy/paste or insert a picture into a template that I
cannot format the picture? If I double click it the picture, the toolbar does
not show. I can always insert the toolbar, but all of the options are greyed
out. Is it possible to make a template without these options?

A template should, when you're editing it, be the same to work with as a
document. From the sound of it, perhaps the template has had some kind of
protection applied?

Which version of Word do you have? If you open the Tools menu, do you see
"Protect document" in it, or "Unprotect document"?
