cannot format pictures in Office XP

I am working on a document that was initially created in Word 97. My
company recently converted to Office XP. The pictures in the document
appear when the document is printed, but when I am editing the
document, all I see are empty square boxes. Word XP will not allow me
to open the picture, and the menu option Format>Picture is not
available. How do I enable this option so that I can change, size,
position, and wrapping options.

Silly me, the Picture Placeholder option was enabled. Solved this one.
