Cannot get Outlook 2003 News reader to work

I have experienced a problem which seems to be somewhat common - My "News"
command went missing from the categories under the "Go" menu within the
customization dialog box. The recommended fix was to set Outlook Express as
the default reader in Control Panel - Internet Options. Then, when launching
OE, say "NO when prompted if you would like OE to be the default newsreader.
Well, my problem is that I am not getting prompted!! How am I supposed to
say "NO"? Thus, I am stuck with Outlook Express's default newsreader. How
can I get my Outlook 2003 reader to work? I've changed the OE shortcut to
include the "/outnews" switch, but I'm still stuck in Outlook Express....
help!

OE is the default news reader for outlook- I loads in a news only mode when
you use the Go News command in outlook.

if the command is missing from the toolbar:

To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, click the "Don't ask me again" box and then click the No button.
