cannot insert arrow

I am trying to edit a figure but the drawing button options are greyed out.
I want to insert an arrow into the previously drawn figure. I have ungrouped
the figure and still cannot do this. None of the line function buttons are
active.

Word doesn't support inserting object "into" other objects. You can only
superimpose. If you click on the document are the drawing tools available?
