Cannot insert picture

I click on Insert menu, point to Picture, and click File,
double-click picture I want, and get a simple outline
where the picture would be in the document, but no
picture. This is a recent development, and I assume it's
a setting, but I'm stymied--don't know where to go or what
to do.

Tools | Options | View: clear the check box for "Picture placeholders."
