Cannot install MOD2000 VBA Tools

I have been using MOD 2000 on my laptop for some time. I now need to install
in on my desktop. But, when I run the installer, the 'VBA Tools" radio button
is grayed out. I can't seem to find a way around it.

On both the desktop and laptop I have Office 2000 Premium installed. (I also
have Access 97 and Access 2002 installed on both.) I have tried removing and
reinstalling one of the Office applications (Powerpoint) but that didn't
help. I cannot find any documentation about this.

Does anybody know how to fix?
