The Works program that you have is newer than Office 97 (heck, almost
everything is newer!) so it does not recognize a "pre-cursor" for an
upgrade.
You will need the original media you used when upgrading to Office 97.
Please note that the EULA for the upgrade stipulates that you must keep the
upgrade and the qualifying media as "one piece <sic>" or you no longer
qualify for upgrade eligibility.
So, dig through your old stuff and see if you have the original media you
used to upgrade. Thankfully, Microsoft is willing to provide a solution for
folks who thought that a later version of Works would upgrade their old
version of Office. If you require assistance from them, contact your local
Microsoft Subsidiary for assistance.
